Why does Kirari address everyone by their first name?

She never calls anyone by their family name, it’s either she’ll say the whole name or first, without honorifics too. From what I understand the term is called ‘yobisute’

Yobisute is the opposite of using honorifics. It's a sign of informality, which can mean mean either of the two following things:

A.) Two people have a close, friendly relationship, and they don't care about using honorifics.

B.) One person is being rude by not addressing the other person with a honorific.

For the Momobami clan, Ririka, Sayaka, and Runa(maybe) it’s the first case, for the rest… my guess is that it’s a rank thing? Because she’s the president she can address people anyway she wants? But I don’t think there’s any ill will behind it
