Yes the fog is a big part of Persona 4's visual identity especially in the latter half of the game when the fog is present in the town the entire fucking time however to say that Persona 4 is all fog is stupid. The fog is an unnatural and more importantly knew phenomena to Inaba that coincides with the midnight channel and the murders. It's supposed to set the stage of something wrong in the small town. Most of the time the town is very bright and sunny. It's part of its visual identity as much as the fog is. Like do you think they play Your Affection when it's foggy and miserable out?

You need these scenes of Inaba being this bright town to contrast the fact that there's something sinister happening underneath it. Especially when the latter half of the game makes the town foggy most of the time and the residents are afraid that they're all going to die. Hell in December when the fog eventually sets in the town people get attacked by shadows showing that the fog isn't supposed to be here!!!!

More importantly the fog is a gameplay mechanic as well being your time limit for a dungeon. If it was foggy all the time I don't think Yukiko would have been saved. If you just played the first section up until Yosuke gets his persona yes I would understand why you would think the game is all foggy but you know you have to play more than that.
