You could buy her a Ford Fiesta but lots of people have one of those, too. But if you buy her a personalised DVLA registration, nobody else has got that plate because there is only one.

Confusion Over DVLA Private Number Plates

You Do Not OWN DVLA Cherished Number Plates

Here is something that you may not know if you are considering DVLA cherished plates. DVLA number plates do not belong to you personally. They are assigned by the Secretary of State as part of the licensing and registration process that is required by law. In effect, the number plate is assigned to the vehicle, and is a unique way of identifying it, mainly for the purpose of law enforcement and taxation. So, strictly speaking, it belongs to the vehicle. Under normal circumstances, the number plate stays with the vehicle until it is scrapped or sent permanently out of the country. However, the number can be transferred, as in the case of DVLA personalised registrations.

An individual gains entitlement to a registration number when he or she actually becomes the registered keeper of the vehicle. When the vehicle is sold on, it retains its registration number even if it is a DVLA private reg, unless use is made of the Cherished Transfer, Retention, and Sale of Marks Schemes which allow motorists to buy and retain DVLA private number plates.

Entitlement to DVLA personalised number plates is only to the keeper of the vehicle. You can apply to have the number transferred to another vehicle that you own, or that of someone else. Now there’s a surprise! While some DVLA number plates can be bought quite cheaply others can cost hundreds of thousands of pounds. But here’s the kicker: you don’t OWN the DVLA private reg. number, you only have the right to use it. This has resulted in several people losing their DVLA private number plates every year because they don’t understand the rules and don’t realise that they only purchased the right to use DVLA personalised registrations.

There are actually two ways of owning the right to use DVLA personalised number plates. The first is by having the number plate registered to a vehicle and the second is retaining the number on a certificate of retention. Once you have completed the purchase of the number plate you need to confirm that you are the registered keeper. Your name on the logbook (V5) will be proof of this, or in the case of a certificate of retention your name will be at the top.

However, a certificate of retention for DVLA cherished plates is only valid for a year and you then have to renew it within 28 days of the expiry date. If you don’t do this, you could lose the right to the number. There is a fixed fee which is currently £25.00 for a new certificate.

If you are going to sell or scrap the vehicle, the number plate must be transferred to another vehicle or on to a certificate of retention BEFORE this is done, otherwise you could again lose the right to use it.
