SANFORD: There’s a lot going on in this scene, because Randy is being pressured to snitch, and meanwhile we wanted to work hard to keep Cutty alive over there by the counter, keep him actively listening, but also keep the conversation alive between the two of them. […] THORSON: It opens up a whole other theme that’s very closely examined in The Wire, and that is the role of the informant, snitching, who really benefits, who really loses? A kid like Randy—who just sort of likes to get away with as much as he can on a smile—ends up in some bad situations. And his greatest fear is his home life—Miss Anna, he’s got a foster mother, he just doesn’t want to end up back in a group home. So that’s the only thing that can really pull him back, is the threat of telling on him and telling his foster mom. The consequences, in his mind, are really severe.
Kate Sanford and Karen Thorson, commentary on 4x04, “Refugees”.
