ignore the fact im answering this probably like a year late, but i've been thinking of them

i have no clue which of them came to the loop first, but i think millard would not like hugh early on, he's "too loud and clingy" in millard's words

hugh is oblivious to millard's dislike of him so he keeps patting him on the back (way too hard) and hanging around him when he's trying to work, occasionally trying to talk to him

i think at some point, hugh's friendly demeanor breaks because maybe a normal from town is rude to fiona and he calls them out on their behavior and millard is like "oh okay this guy can get a bit nasty, i respect it" and realizes that any time hugh is kind, it's always his choice to be that way

this leads to millard being able to set boundaries because he knows hugh is consciously making an effort to be a good guy, and hugh respects them

unless he thinks millard is being too reclusive. hugh can and will make millard hang out with people because it's good for him

in the loop they become best friends .. i believe it in my heart

millard gets used to hugh's ways of affection and starts to return it. millard is way taller than hugh and will use him as an arm rest. hugh just slings his arm around millard's torso because it's closer than his shoulders. hugh will pat millard on the back too hard and millard will try and pat back harder, and then they're just slapping each other for a good couple of minutes

hugh also canonically tells his friends he's going to marry them and millard is no exception. millard always responds with "we will have a summer wedding"
