I Think mostly it would be both, like- when Sanji Would tell Zoro stories about the all Blue in their early teen years and Zoro watches in pure awe as Sanji spoke. While Zoro talks about his challenges, getting stronger, beating mihawk and wanting to be the greatest swordsman etc. They could see the hope and Joy whenever the two talk about the things they're passionate about and I think (To me) Zoro caught onto feelings first. Especially when they spar he's just like "Holy shit, I want him to be by my side for the rest of my Life." But would think that's just how best friends feel about each other. Sanji is a bit more complicated, because he puts on the show of how much of a womanizer he is, the fact that he's catching for *Zoro*??? His Best Friend?? The Guy That protected and helped him when they were younger?? And He's trying to deny those types of feelings towards Zoro, telling himself that's just how friends are and that he's overthinking everything.

Ahem, rambled a bit too much, but in Short. Zoro Saw Sanji's Passion for wanting to find the All Blue, how he's always smiling when talking about it and an arrow pierces his heart at the sight of that happiness and he wants to see that everyday until they get old. Sanji Felt like The Green dumbass was an anchor for him and Plus his first real friend and someone that can relate and understand him better than anyone else.
