YESS of course he is!! He’s basically following the same plot as the books [He first is gifted to Chief as a birthday present, then (due to overdose of Brain Dots) goes out disguising as-] WAIT NO THAT CHANGES-He actually comes off like Blair instead of Petey! [Petey wouldn’t be accused like that after years </333] This means that Blair probably stole the Love Ray to capture the imposter

Everything by then follows suit of the books! His personality would stay similar as well, but he may be more eloquent because of the AU’s vibes :D
