So, hear me out. The owner wanted a way to make people come to his resort, so he needed something interesting to grab people's attention. That's when he though to himself,"mountain sharks". Now, here's where AoT comes in. The guy needed a way to obtain these sharks. That's when he found out the true identity of the ninth titan, the mountain shark titan. After obtaining the shark titans powers, he used it to make his resort into a tourist attraction. That's right, the ninth titan, is really the mountain shark titan. It's canon now, don't question it.
