Slate, of course, thought about everything, though, and it was enough to make her pause. I suppose it’s possible. But I very much doubt it. I don’t think it would make much sense, do you? The Capitol was wealthy, very much so, but space-launch wealthy when they had to negotiate with Thirteen for manpower to keep its own districts under control? It was enough cause for doubt.
