Haha, it's hard to say...but I got introduced to them first through the concept art - and I really liked the whole "circus" theme, and then I saw the trailer and he had all those cute poses and just looked cute as heck.

On top of that, most of my favorite pokes are either dog-like or seals, and water types, and he was like a perfect mix of everything. And on top of that just a whimsical and fun guy in general. Like, this is a perfect Pokémon to me.
