Easy! You send an ask asking to reserve a character (I'll put the Doctor one reserve for you so you don't have to send another), make a separate blog for the account you'll roleplay with, send another message from that blog, and you're in! Then you can follow people and interact with them and have wibbly wobbly fun. :D
