That scene of Bruce Lee from "Fist of Fury" inspired a lot of things but we can mainly see the inspiration in "Hokuto no Ken".

That scene also inspired the Musō Tensei from Hokuto no Ken, which is pretty much the Migatte no Gokui (Ultra Instinct). So of course we would see that used by Gokū Migatte no Gokui. Toriyama is a fan of Kung Fu movies and such, Bruce Lee inspired him for several things.
