given the direction of the comics (at least the those who sleep comics) the canon event im assuming is that hawke kills the arishok in act two of da2 and sten becomes the new arishok. given that the qunari are largely located in northern thedas no doubt we will encounter them in dreadwolf. would be the perfect time to reintroduce him as the arishok.

also just taking into account worldstates where the arishok dying didn't happen... they probably, if they went with sten being the arishok, would find a way for him to be the arishok anywayays all things considered
