speakers consider them interchangeale, but they are officially not
their keyboards only have one of them, but online dictionaries and serious text bodies spell words correctly. search engines need to manually code it so that the two letters are interchangeable for searches, most websites don't
old keyboards have both keys, in different places of the keyboard so you can tell which is which by where they are, most speakers don't, they just type whichever is closest to their fingers, or the same one everytime and forget the other one is even in the keyboard. using an old keyboard in a new pc with the new software renders one of the keys useless
scientific articles need to spell every word correctly. newer keyboards have included both letters in the same key, one of them requires AltGr to be pressed down, graduation courses teach every student how to type them, many don't learn
