I keep telling people that ᛇ *ī(h)waʀ was sometimes a consonant and nobody seems to believe me, but I didn't actually realize until recently that one of the major sources for the fuþorc, the Vienna Codex (link to full digitized version, fuþorc on page 47), preserves information from before whatever changes preceded the "standardized" fuþorc underlying e.g. the Old English Rune poem (presumably a combination of regular West Saxon-specific sound change and standardization). The form ih is characteristically Anglian as opposed to West Saxon eoh and also corresponds better according to the acrophonic principle to how the rune is most often used in inscriptions (e.g. ᚪᛚᛗᛖᛇᛏᛏᛁᚷ almeïttig almehtiġ 'almighty' on the Ruthwell cross; ᛡᛇᛋᛚᚻᛠᚱᛞ jïslhe͡ard Ġislheard (personal name) on the Dover stone).
