2019: Tumblr Jess and Twitter Isis
Context: On February 21, 2019 fangirlingjess (persephoneshadow or ibelieveinthelittletreetopper) answered this anon on Tumblr:
“Anonymous Asks: ‘if they don’t want us to see dean/cas as a romantic couple why do they always make dean the one that worries about cas? why do they make cas always call dean? why do they put such an emphasis on how different dean/cas is in relation to sam/cas?? and why is my dumb ass gonna keep watching when i know nothing will happen? the things people will do for views and money is disgusting. there’s no reason not to make it canon. they just want to pander to everyone n make as much money as possible.’

that’s the thing, the writers don’t “want” us to see anything. They may have specific ideas and intentions but I know they don’t assume what the audience will think. I’d say that in all the examples you listed what they INTENDED was 9 times out of 10, not romantic, but just to show that these guys love each other deeply and leave it to the audience to define that love.
I’ll share with you a story I’ve been hesitant to tell, but this happened in public and the other fan involved has spun it a very different way.
At Wayward Cocktails at SDCC last year, Davy Perez stopped by. There was a fan in attendance who had a bunch of “Destiel exists” paraphernalia including literal Fans with Dean and Cas in tombstone with a rainbow. I can’t remember if it said “destiel” but it might have.
The fan (person) gave the destiel fan (object) TO DAVY. He laughed, thought it was hysterical and joked to the folks around “what a beautiful friendship fan!” And he repeated that it was, to him, a great friendship episode, though he was also amused and not surprised at how destiel shippers took it.
Tombstone was not romantic to him, the writer.
The vast majority of destiel subtext and text that fans have relied on for the last few, jeez, years, is not explicitly romantic. It’s variable depending on the viewer. And that’s old fashioned,but SPN is a relic, so really it’s fine.
There are things in the text of the show that can be read however anyone likes, the writers have been explicit and implicit about that over and over. But they are also smart, savvy people who if they wanted to be telling a queer love story outright….would just do it. There’s nothing stopping that.
I think at this point if Dean and Cas were made explicitly canon it would be too late. They should have done it years ago, if they were going to and They haven’t.

She told everyone that he wanted the ship to be canon and she knew that for a fact because he secretly told her so. She got away with her lies for a long time until Jess busted her. You all remember Jess, right? She’s the “writer” who baited her fellow shippers into believing that Eugenie said there was a big destiel moment in episode 14x12. The one that made them all freak out and scream about queerbaiting when it failed to materialize. Funny how ever since that moment, she’s been a big champion of honesty, constantly reminding her followers that canon destiel will never happen. Almost like she got warned by tptb after she made that huge mess.
Here’s the big problem with this kind of shit: when you lie about it, you’re only hurting people who ship what you do. They buy into your bullshit and start expecting it to be canon. Then what happens when it never comes to pass? I’ll tell you what- they explode at the show, the network, the actors, everyone except who they should blame: other shippers who baited and lied to them. This isn’t on the CW. It’s not on Supernatural or the writers. It’s sure as shit not on Jared and Jensen. It’s on people like Jess (until her recent change of heart) and Isis and Goober and Dot who keep swearing that this time it’s really gonna happen for real swear to god this time is different. They tell their lies to young, easily fooled fans and convince them it’s possible and then break their hearts every single time. It’s irresponsible and it’s stupid. “ - February 22, 2019

Context: After the airing of season 14 episode 4, “Mint Condition,” certain factions got upset over Dean suggesting Sam and Dean having matching outfits for Halloween the next year. Isis ( MonarchMisha = WangxianBond = Isis =ShizunThirst) rushed to assure their fellow fans that Perez, the writer of 14x04, was on Destiel’s side and shading wincest shippers when writing Dean saying “That’s weird.” in regards to dressing as Bert and Ernie.
