5. Small Raspberries On His Neck
You'd probably consider raspberries are a tool for hard tkles rather than soft tkles. And you're right. But if you give small raspberries on the back of his neck, best believe he's gonna squeak and squirm away. Works best if you have him in a hug with his back to your chest. You get a good view at his blushy cheeks and easy access. Wilbur's neck in surprisingly ticklish, so if you flutter a finger or feather there, he'll burst into tiny giggles. If you blow a small raspberry, he'll also go beet-red.
He mainly blushes because Phil used to blow a small raspberry there to get him to cheer up. He would duck away, laughing, and Tommy and Techno would always tease him for it. It happened so much that each time somebody blows a raspberry there, he hears Tommy and Techno teasing him and he automatically blushes.
Bottom line: Brothers are jerks.
(Because his legs and arms tend to flail around when getting raspberries on that particular spot, it's difficult to hide his face :P)
Starburst's Advice: Emphasis on the small raspberries. If you make them too big, you might kill him.

4. Go For The Ears!
Another move you can do if you've got him hugged to your chest. Any form of light tkles works here, whether it be feathers, tracing, fluttering fingers, blowing air, etc.
(You'll get even better results if you whisper "tkle tkle tkle tkle tkle" in his ear. Just saying.)
After he lost a bet with Tommy, Wilbur had to pierce his ears. Tommy takes immense pleasure in picking out Wilbur's earrings every morning. Tommy's just trying to to put in Wilbur's pink butterfly earrings, but he f*cking can't because Wilbur's giggling up a storm. Apparently, Tommy breathes really hard when he concentrates. (Tommy makes sure to breathe extra-hard from then on, which led to Wilbur spending two hours on YouTube learning how to put in earring himself.)
Now that Tommy teases Wilbur about his tklish ears very loudly in public, any attacks there make him blush like hell.
Starburst's Advice: If you trace his piercing holes, he'll slap your hand away and whine about how unfair and low that move is. Unless it's Tommy. Because f*ck Tommy. (/j)

3. Go For The Tummy!
Wilbur's tum-tum has always been a blush spot for him. Tracing shapes on his sides, lightly scribbling against his belly, gently scratching at his navel...
It's especially flustering if you gentle trace a big circle and slowly make that circle tinier until you're teasing the rim of his navel. He likes tummy tkles and will just melt into a bright-red puddle, but navel tkles are the death of him. If you do what Tommy calls the Circle of Death (accurate name), he'll blush and push at your arms, but he'll let you :D (I had this idea a while back on @artymiswritesfics's blog here and just recycled it because I'm lazy 😬)
Starburst's Advice: If you're trying to make him blush, go for his stomach with light tkles. Hard tkles will only make him laugh.

2. Light Tkles Behind His Knees
If you lightly scratch at or flutter your finger over the backs of his knees, he'll just. Melt. Seriously. He'll spew random gibberish and babble at you about how unfair that spot is.
Very useful to shut him up or as a secret weapon.
Tubbo's the one who mainly targets that spot, although he does this when Wilbur's standing. Wilbur just squeals and falls to the ground, beet-red and stuttering out curse words.
It's always an easy way to win tkle fights. You'd probably go for his underarms and ribs to get him to laugh, but if you lightly scratch behind his knees, he'll lose whatever scuffle he's in immediately.
Starburst's Advice: Doing this will require you two to be on the ground because his legs are gonna turn to jelly. It'll also require aftercare. Don't just leave him on the ground because he is not getting up.

1. TEASES
If you tease him, you're just plain evil. You have no soul and Wilbur will not like you. He's going to consider you heartless and cruel until the end of time!!!
Anyway, here are the top three teases that gets him all fwustered :)
The "play dumb" teases: the ler pretends they have no idea why he's laughing/pretends they aren't tkling him Wilbur is physically incapable of saying the word "tkle", so if you have to make him say "you're tkling me!", that's just rude >:(
The "adowable" teases: the ler coos at Wilbur and tells him how cute he is Usually only Sally does this, which only serves to make his blusher harder. He'll bury his head in his hands and mumble "stooooooop :(", but he'll still let her tkle him.
The "lee-mood" teases: the ler refuses to tkle him until he admit he's a little lee/the ler asks Wilbur where he wants to be tkled Again, this plays into Wilbur's inability to say "tkle". Tommy's usually the one who uses this tease. Wilbur whines and pushes at Tommy, but if you lightly tkle one of his laugh-spots, you'll get him to cave. (He will hide his face the entire time though)
Starburst's Advice: Watch out because Wilbur will get you back! Later, of course. As of right now, he'll probably just hide his face and call you 'mean' and 'unfair'.
