This is going to be mostly thinking out loud abt how I can fit the Game into the City for sinner Neku. Yapping under cut
I'm thinking that the Reapers office has a monopoly over a district's backstreets (which one is undecided), outcompeting other offices and fixers there. They end up "saving" and "helping" other fixers that are struggling and then force them to pay the office back through the Game. Partnering Players up and forcing them to complete tasks as given by the Game Master for a week, compliance is forced through the taking of entry fees. Entry fees are still the thing most important to the Players and they're taken through some Josh Ego bullshit idk. He just does that now. The office gets away with this bc of how prolific they are. And also this is the backstreets no one really cares. Most Players end up dying trying to finish missions. Those who don't but still fail have their entry fees destroyed, usually causing distortion. Because Josh is the one destroying their entry fees the distortions end up visually similar and called Noise (what happens to Rhyme). The office also has some means of inducing distortion (like monoliths) in its fixers (for the cantus Noise fights)
