Dean went alone to spread his ashes. That means Dean probably researched a place to spread them on his own, desperately tried to find somewhere he thought Cas would like. So he probably drove to a bunch of different places, maybe got angry when then place wasn't right, because it had to be perfect for Cas.
And when he did find the place (the meadow with the windmill) Dean probably knew immediately it was the right place, but that probably terrified him because that meant this was it. Hs'd actually have to spread Cas' ashes and leave him here. Forever.
Dean may not have known the one thing Cas wanted, but he did know what he wants. He knew Cas would have liked the meadow with the brook and the windmill and the flowers. He knew if it was going to be anywhere, Cas would have wanted to be there. Because Dean knows what Cas likes, what Cas hates, even if Cas didn't explicity say it. He knows Cas doesn't need to eat or drink, but he likes too, so Dean always gives him a beer or offers him food, and he knows how Cas likes his coffee(even if it mostly tastes like molocules). Dean knows all the little things that make Cas, Cas, what he wants, what things make him smile or laugh.
So he knew, Dean knew with 100% certainty that Cas would have wanted to be in that meadow, would have at the flowers, would have smiled at the windmill, or just sat in the grass and listen to the sounds of the brook. And there's just something so endearingly intimate about Dean alone chosing that spot, just for Cas. It's heart breakingly soft. Because that's how much he loves him, how deeply he cares about him. Because Dean is still trying to get Cas to smile, trying to make him happy, trying to give Cas what he wants, even though he's gone

Last time Dean had ashes to spread, he was at least able to do that for Cas. Put him in a place he'd really like, a place he might want to be, give him something he might want.
But this time Dean didn't have a body, didn't have any ashes to spread. He couldn't do anything for Cas now, couldn't do any little thing that Cas might have wanted. Because now he knew the one thing Cas wanted, and he couldn't even give that to him, not anymore.
This really just solidifies that THIS is when Destiel should have gone canon
Dean smiles, and for the first time all season, he is happy
