#16 bit programs

Does anyone know of a MIDI creation tool, like Musinum, that will work on Win7? I'm not looking for a simple synthesizer, and I don't use apple/mac products. I need something that can mimic a lot of instruments, that I can use to actually create music (not just convert music files), and something that will run on any OS (or, just Windows). But, I also need something that is easy to use and install.

I wish I could still use Musinum, because it worked great before Win7 came along, and was a really good program. But since Microsoft dropped their support for 16bit programs starting with Win7, it's no longer compatible for anything above that. And, my old XP bit the big one, so that's not an option anymore. Compatability settings don't work on this program because there is no support for this 16 bit program, so that's not an option. And, there aren't any higher bit versions of Musinum to be able to use.
