If you're looking to improve your cloud scrying, it makes sense that you'd want to seek out the source of your visions. Maybe Prospit Dreamers are supposed to evolve their abilities in some way, by communing with Skaia directly.
Do Derse Dreamers also change their spawn point, I wonder? I would like to see the Furthest Ring for myself, at some point, even if the blondes have to take a little psychic damage to get there.
