SHOGUNATE
‘Shogun’ is a title that was granted by the Emperor to the country’s top military commander. During the Heian period (794-1185) the members of the military gradually became more powerful than the court officials, and eventually they took control of the whole government. The Shogun was the military dictator of Japan during the period from 1185 to 1868 (with exceptions). In most of this period, the Shoguns were the de facto rulers of the country, although nominally they were appointed by the Emperor as a ceremonial formality. The Shogun held almost absolute power over territories through military means. The downfall of the Tokugawa Shogunate in the 19th century Japan was brought about by both internal and external factors. Under the Tokugawa rule, the government was a feudal military dictatorship called bakufu, with the Shogun on top. The emperor reigned but did not rule; he was only a symbol to be worshipped. It was the Shogun who actually ruled Japan. He ruled directly over a quarter of the country; the rest was divided among the daimyo or feudal lords. Under the Shogun and the daimyo were the samurai (military followers or soldiers). Tokugawa society placed great importance on obedience to authority.
You are the Chief Strategies of Tokugawa Yoshinobu, and you have just taken over as the Shogun of Japan (year 1866). You see a declining trend in the power of the Shogunate and decide to act. Prospects for revival through the French military and the Russians seem bleak.
• Brief of the existing Shogun system
• Strategies to reinstate power and ensure extended Shogun rule
• Strategies Alliances (Trade and Military)
• PR Strategies to convince the public to contribute to the revival
• Structural changes to ensure heirs maintain power. (Detailed description of new hierarchical order)
