He most certainly is NOT...when he's first meeting/courting someone. Riot is very unsure and shy when he's first getting a feel for someone and what their boundaries are, what they like/don't like, etc--even more so with girls or femme presenting people! But once a certain level of comfort has been established, his confidence really shines. He can be playfully flirty with platonic friends, and downright forward and filthy with partners he's established with!

In the privacy of the shared space between him and his friends/partners, yes! As discussed here, Riot isn't really big into PDA. But in more secluded or private spaces, he's very affectionate; hand holding, hugging, putting his arms around his partner--even kissing or getting playfully handsy with them!

Ohh, 100%. Flirting is a given, of course; Riot's partners will be flirting with/hit on pretty regularly, and complimented often! If he has certain jewelry/accessories or clothes that he knows his partner finds particularly attractive, he will wear those items more frequently--especially to tempt them if he is also in a "mood". Additionally, if he knows his partner's like certain costumes or outfits, he has been known to go out of his way to find those items and wear them to entice his partners ;)
