I'm in high school in Houston and they don't enforce the dress code that much. More likely to get dress-coded with crop tops, but skirts and shorts are fine most of the time, even if they're not technically allowed

Lorrie Gilmore-Danes: Lorrie talks to Jess and Rory all the time and whenever there were issues at home (Luke & Lorelai being disasters or Lorelai & Emily fighting or Liz & TJ being worse than usual) one of them would come get her — if it’s during the week then they stay at the inn with her so she can still go to school, if it’s on a weekend then they ‘kidnap’ her for the weekend!
