Rose didn’t send herself, nor did Bad Wolf - it was just the device’s interface tapping in to someone from the Doctor’s life to communicate effectively with him - someone he would trust :)
But still Bad Wolf was Rose's interface with the TARDIS communicating with herself. It had nothing to do with the Doctor. If the device's interface really wanted to pick someone why would it have picked Bad Wolf over Rose? Also why pick someone from the Doctor's future and not someone he already trusts from his past? Yes, timey wimey, but it just felt like Moffat just wanted to write Billie in a role because he knew people wanted to see her back, but he didn't want to bring back Rose so he did what he did with Bad Wolf.
