The effort to disable electronics has remained mostly secret. But in 2001, the Air Force publicly announced that it had made substantial progress in developing microwave weapons that target people, when it unveiled the Active Denial System.

Development of the system began in the 1990s with the Air Force's efforts to explore the biological effects of microwaves. A project code-named Hello studied how to modulate the clicking or buzzing sounds produced by microwave heating in the inner ear, to produce psychologically devastating 'voices in the head'. 'Goodbye' explored the use of microwaves for crowd control. And 'Good Night' looked at whether they could be used to kill people.

A 2013 U.S. Air Force video explains Active Denial Technology, a non-lethal crowd-control system that operates at 95 gigahertz.

Active Denial System (ADS)—a.k.a. the “Pain Ray” The Active Denial System (in its “non-lethal” iteration) can generate an electromagnetic energy burst that penetrates through clothing to the second layer of the skin, simulating the experience of opening a piping hot oven. The original purpose of the weapon was to incapacitate by way of raising a subject’s body temperature—resulting in mental confusion, memory lapses and lethargy. Observed applications have been directed toward crowd control. Though non-lethal in its current state, the “Bioeffects” report kindly points out that “If the situation allows, and the source is sufficiently powerful, there is the possibility to use this technology in a lethal mode as well.”

Major Adam DeMarco of the D.C. National Guard said he was copied on an email from the Provost Marshal of Joint Force Headquarters National Capital Region. He was looking for two things: a long range acoustic device, a kind of sound cannon known as an LRAD, and a device called the Active Denial System, or ADS.

The ADS was developed by the military some twenty years ago as a way to disperse crowds. ... It uses millimeter wave technology to essentially heat the skin of people targeted by its invisible ray.

The email went on to say that the ADS can direct a beam toward a group and that "provides a sensation of intense heat on the surface of the skin. The effect is overwhelming, causing an immediate repel response by the targeted individual."
