In 1989, the Soviet Union ratified Additional Protocol I to the 1949 Geneva Conventions, "related to the protection of victims of international armed conflicts."
Subsequently, Russia was accused of killing civilians during its 2008 invasion of the (former Soviet) Republic of Georgia. In 2016 and 2018, Russia was accused of causing multiple civilian deaths in connection with its military intervention in the Syrian civil war.
On October 16, 2019, Putin formally revoked Russia's ratification of the Protocol, claiming other nations were "acting in bad faith."
