Agreed! This has always been how I saw them. Hashirama seemed to be pretty focused on what he can see: big ideas, schools, changing the system in how the system presents itself but not... actually... change the systematic values of the Warring States Era. While Madara is looking more inward, on a way to make people understand each other at their core and therefore - maybe - people themselves would want to change.
This also leads me to believe that Madara does not believe in "Force of will".
