Alright, coming off anon to ask this. I'm saying not all claims of racism are, in fact, correct. For example, a writer I know was accused of racism because, of 7 black characters portrayed in their story, two came from the city. They were both successful women, but this did not seem to matter. The system you proposed not only places burden of proof on the accused, but does not allow them to defend themselves, or even ask what their crime was. How, then, does it deal with false claims?
I also know of other writers who were called out on racist behaviour for being racist. Such as Tamora Pierce referring to black fans of Agent Carter as ‘the blacks’. Again without knowing the details of your specific example I cannot give a clear comment because I don’t know if the author had written both women as a stereotype or not.
The reason I beleive in calling people out is because it helps people realize their mistakes so they can better themselves, such as the author could have further built each character up so that they were distanced from a harmful stereotype.
An example of a wrongful claim is saying trying another cuisine is racist, granted putting chopsticks in your hair for asain take out is mocking a culture don’t do it but trying to cook curry for the first time is not. That’s where rule 3 comes in on googling it, figure out where you went wrong, how it was wrong in the specific context, how to fix it and how to avoid it for next time.
Don’t look at it as an attack, it’s a learning experience.
Other times it is clear cut racism such as an artist painted a black character pale for ‘aesthetic’. Ya just don’t do it.
The list of rules works for tumblr because it is such a public platform, if you’re wrongly accused someone will stand up and say it’s a false claim, everyone will quickly see that mistake to. The same goes for if you are racist, everyone will see it.
It’s a jury of peers system. The rule list I reblogged is a list of best practices to keep things calm and respectful between everyone.

The examples probably sound weird as fuck if you don’t know flame ducks turn into people
//Hey! I said they’re Human-like! I’m not a complete idiot to leave people hanging without at least the lightest of explanations to things.

Another D&D character idea (I have like a million of them I s2g). Once upon a time a human couple gave birth to a lovely daughter...tiefling. As it turned out, her father’s greatgrandfather who founded the inn their family owned made a pact with a devil for the money he used to start the business, and devil’s taint on their bloodline had finally shown through with her. Whoops. Still, as the couple ran an inn they were used to meeting people from all across the world, and raised her with as much love and support as any other child and named her Joy. Unfortunately, a cult that worshiped the devil her ancestor made a pact with learned of Joy’s existence and kidnapped her when she was ten years old. For the next eight years the cult “raised” her with the intent to be a sacrifice for their patron. But on the day of the ritual, a primal rage awoke with Joy causing her to blackout, and she stole the cultist’s ceremonial greatsword and butchered them all. When she woke up she was being comforted by a group of adventurers that were actually hired by her parents to find her. But she knew she could not go back, not until she stamped out every remnant of the cult so they could never harm anyone again. Taking the ceremonial greatsword with her, Joy had died, and Lady Scorn the barbarian was born.

(Project: Omega. Although he picked the name “Hunter.” The ultimate psychic/magic user, produced through ability manipulation and constant experimentation by his abusive father, Trizeph, the grand leader of a magic cult/mafia. An actual nice boy who has 0 social skills and dreams of joining the superhero academy, but feels the system is corrupt and figures it better to burn it all down so something better can rise from the ashes. Treasures his actual friends moreso than his actual family, and despite being known as a “villain,” really wants to just change the world. Can go from “looks like they could kill you, but is actually a cinnamon roll” to “looks like they could kill you, will actually kill you” in very little time.)
(he’s actually the final boss and main antagonist for my Mutant’s and Masterminds game, but my players don’t know that yet since all he’s genuinely befriended all their characters. He likes them, and wants them to be the leaders of the New Age of Heroes.)
"Oh Come On You Look Cute."
9. A pair of boxers
“Thats...not the word I would have picked.” Cecilia admits, placing a hand on her hip. Just a pair of boxers and a tee for her.

"Say Greed, what was that about you overpowering me~?" Alexander knows exactly what he heard, but he wouldn't mind hearing it from her again, a little more directly~
“You heard me. I could pin you down and there would be nothing you could do to stop me~”
