There are obscure references to a Soviet Super-Soldier program throughout the Marvel universe, one that is distinctly different from the program used to create Omega Red.

Why hasn't it been mentioned more? The Red Room's bastardised version of the super-soldier serum came with a side-effect for most of its subjects - a gradual slide into insanity.

The Red Guardian of the Great Patriotic War era - Alexei Lebedev - was murdered because of his opposition to the research that was used to enhance Alexei Shostakov.

A program called Wolf Spider also attempted to develop a male version of the Black Widow, using enhancements similar to those used by Red Room for it's Black Widow program - its subjects went insane after receiving the serum. It's been alluded that Alexei was put through this program.
