You could say they don’t give armour because they won’t give you legitimate items, as stated by Baldwin. BUT, as a way to show she was on the side of the descendants and not Loki, Hel sent laurie a magic bow. And arrows on another moment, contradicting what Baldwin just said on the same page.

Sure you could say “well Fen has a bag, so that means he would get armour and that won’t work because he’s a bad guy” but (and this is a plot hole by the way) his bag didn’t teleport with him when he left the others so she technically could send them armour.
