It means 8pm in the Eastern Time Zone and 7pm in the Central Time Zone. I’m not entirely sure when/why they started writing it that way though!

it means it is on at 8 at east coast and at the same time at 7 central time. It’s on at the same time in two different time zones so they need to say two different times
