they had the countdown on Chester's phone, and Merlin did hurry Eggsy up when he was wishing Roxy good luck. so i imagine Merlin's plan was very very time sensitive and tbh it did work exactly as intended right down to the last remaining second before Valentine activated the sim cards. the biometric switch was what he hadn't counted on, so him stressing out while watching the world fall to shit makes sense? i guess Merlin was 100% counting on intercepting the signal Before people went nuts mmmmm
