Agent Coulson was an elusive man to find when he wanted to be, but Loki was and never would have any of his elusive nonsense. 

Short of threatening the S.H.I.E.L.D. Helicarrier's continual existence, he eventually located the agent at a "classified" location in Austria not far from a city notorious for its large amounts of international spies.

Loki pushed back a stray lock of red hair from his eyes and took his time to retie his ponytail as he waited outside a little cafe for Coulson to finally recognise him. He was even wearing a black Dolce suit this time around rather than his usual Armani. A man as observant as Mr. Phil Clearance-Level-Seven Coulson couldn't and wouldn't miss him even while a throng of tourists milled into the area.

It was just a matter of Phil actually coming over to say "hello," if he wasn't too busy with his reconnaissance work. Loki was patient and he could always reorder two new cups of coffee if the agent took too long.
