Anyway, this is his getup after the events of Mass Foundations: Redemption in the Stars. Here's a brief bio on what happened to him after the events of RitS.
After successfully retrieving Commander Shepard’s body in 2183, Cerberus provided the Courier with the resources necessary for repairing his Transportalponder and assigned him to the remote planet Acabar. Whatever was required in exchange was not made clear, and he believed there were some strings attached. As a result, tensions between him and various Cerberus agents came to a boiling point. In early 2184, while stationed at Minuteman Station, David Stark leaked data to him, confirming his suspicions as he found out that not only the project had been compromised and Cerberus had taken his research notes and his project, but they also conducted unethical experiments with Christina Royce as a test subject.
The Courier escaped and hid in Rasa’s ship (Rasa was Maya Brooks from the Mass Effect 3: Citadel DLC), taking her out of the picture. While he allowed Cerberus to obtain classified files on Shepard, following on a promise he made with Liara T’Soni, he and Tela Vasir had tainted the information with a virus, attempting to force the Illusive Man to give in to their demands. Since then, he had been working with the Alliance in hopes of reclaiming his Transportalponder.
His defiance against Cerberus would leave a lasting impact on the universe, upsetting the balance of power for years to come.
