As questionable as Monogram can be, I don't think he would agree with the way OWCA harshly trains their agents. He clearly cares enough about them to host parties and sing-alongs and other silly stuff like that for them have a good time, especially when you consider that Perry and Pinky are the only agents we see that have host families.
As much as I like to shit on Monogram (and I really like to; he’s really easy to shit on), I have to agree. I don’t think he would condone OWCA lowkey abusing their agents during training, but honestly, I don’t think he would know about it. I can’t see him being very involved in the agents’ training. And couple that with my hc that Perry had a harsher training experience than most agents because OWCA deemed him the best of the best and wanted to refine those skills and eliminate all traces of human and animal instinct in the process, I think it would go beyond his usual level of ignorance. I doubt his superiors would show someone of his standing what went on while agents were new to the agency, especially to the higher up agents. Monogram would get them once OWCA was done whipping them into shape, and he didn’t think much of what happened before.
I will give him credit, though -- after Phineas and Ferb Save Summer when he fires all his superiors, I do think he kinda fixes the training program because he didn’t know what it used to be like. Instead of the agents being trained by someone like the sergeant from Phineas and Ferb Get Busted, they’re trained by their fellow agents who would have a better sense of what training should entail and how to go about it without traumatizing the trainees. I mean, he did assign Perry to train a group of agents despite Perry making it really fucking obvious throughout the entire show that he works alone and wants nothing to do with his coworkers so I can’t give Monogram too much credit, but I will give him some credit.
