Ollie doesn't want to free their slaves, because if something would happen to her [possible death on the arena] she wants to be sure that they will inherit the estate after her [as she inherit them and the house after her owner when she was a slave herself] and the only way for that is for them to be under her control even if they are actually pretty free at her surroundings.
