How do ya think Billy would feel about a so that was pretty touchy/cuddly lowkey clingy but not in an emotional way. Like holding hands they’re using their thumb to caress his hand, sitting in his lap their playing with his curls by the nape of his neck, when greeting him they touch his arm, just mindlessly touchy

And I think Billy would love having a touchy/cuddly lover because it would remind him of the good times he had with his ma and Joe.
Like he's laying in bed, exhausted after a long day of work, and you just come up to him and lay on him, trapping him in your cuddles and he's just "awhh" holds you closer to him, pressing a kiss onto your forehead.
He'll bury his face into your neck and fall asleep holding you like that, especially if you're playing with his curls. That'll knock him right out :))
