so shes a villain :( but a reluctant one!! her parents were kidnapped when they were younger and forced to conceive many children in hopes one would share their quirks (like shouto todoroki in the anine) when they finally conceived naoko, they escaped the facility and raised her. the two did not love each other romantically, but platonically, and raised their daughter in a secluded area
anyways the villains who captured them found them again and now long story short Naoko has no means of escape unless she wants to die and shes forced to kidnap civilians and heros for the villains
