I'm pretty sure the tool strapped to Eddie's belt here is a Leatherman Raptor (pictured below, this one is mine and better cause it’s orange and black)
They're medical shear multi-tools with 5 functions beyond just being shears. Beyond being shears, they have a belt cutter (Seen in the third image of my tool), an American standard oxygen tank wrench (The square hole on the strap cutter), a glass smasher (Final image of my tool), a ring cutter (Where the shears connect to the handle), and the small ruler on the lower part of the shears. They also fold up into the nice little sheath that Eddie wearing, see in the first image of my tool. Personally, I think mines cooler, cause mine is black and orange 😜
I dunno about in the US, but here in Aus, they're pretty commonly used in SES road crash units, and I assume other organisations road crash units, at least half of my old unit had one, and it was pretty common for people to get them after doing their road crash cert.
