This is Bifrons! An Earl of Hell based in the outskirts of Pride.

They care a lot about Hell and it's denizens, including Sinners.

Their main job takes up a lot of time. They regularly update the Memento Stones. None of the Stones are actually a stone anymore (billions of souls aren't going to fit on one stone wall).

The Memonto Stones are temples on each ring that hold the grave of every death in hell, including Sinners. It's structured so that denizens can enter, think of the fallen demon, and the door to that shrine will appear to take them to a specialized grave. (Use Monster's Inc. as a reference). The temples also have specialized halls dedicated to influential demons of the past.

Bifrons believes everyone deserves a proper memorial that reflects what the demon was like at the core.

They aren't the one who actually keeps the live record of demons as they die though, that's reserved for Thanatos. Bifrons just does the graves.

They have thousands of little golems made of brimstone and the green fire from their head. These golems help out with the large task of creating graves. Bifrons also hires other demons to work at the temples. Usually, the hired demons are tasked with guiding others to the graves and giving tours of the temples.

Bifron's appearance is a little weird, so they let plants grow on him to look more approachable. While they can transform into other forms, it's more efficient to stay in their original one while they work (which is most of the time).
