Oh man, I’m sorry for the late reply, and thank you! I’ve always meant to answer this with my long-winded head-canons about the government in the hxh universe but I have yet to come to a consensus with how it would work. In all honesty if we look at first world countries in real life (mainly North America) the true power isn’t the state, but rather the large businesses which swing policy in their favor by throwing money and “donations” to politicians that will vote with their interests in mind.Now we look at the hxh universe, and we can see that the Hunter Association does hold a lot more power than the government, but not in creating policy, but by being able to skirt the law in the interest of being a corporation that exists without the boundaries of the political climate. The Hunter Association members are allowed to skip the red tape when crossing borders and committing crimes (such as assassinating when in relation to a job they have been hired for).My idea is that while there are governments, its probably similar to our own world in which some nations have democratically voted representatives and others have a single person dictatorship or perhaps an oligarchy of financially well off bureaucrats. The Hunter Association regulates itself and while they are technically more powerful, they don’t want to rule; they want to enforce. The Hunter Association probably has a deal with most governments to be able to extend their powers across nations whilst never seeking a leadership role, thus keeping the status quo of the politicians doing their own thing, and the Association being separate but not a political power.I mean idk tho ¯\_(ツ)_/¯
