About Tashi & Suyin
Does Tashi have feelings for Suyin or not?
Somewhat. I think Tashi thinks he's not interested in Suyin but he actually is. The feelings are reciprocated in some ways while not in others but I assure you he's just as stupid as Suyin in that department. Men in the Dai Li or just the palace in general seem to develop like a really weird level of emotional constipation.
Tashi finds Suyin beautiful, yes, like totally the cutest girl in the world -- but he thinks that's just because she's a consort and consorts are supposed to be beautiful so he thinks he's feeling this way about her because of that. Tashi likes Suyin's company because she's funny and stubborn and smart and kind and literally the perfect woman in his eyes -- but then he chops it up to himself just liking when people are nice to him because he's never had a girlfriend before.
How did Suyin develop feelings for Tashi?
Suyin has a type. That type just happens to be burly bad boys in uniforms -- the Dai Li and Palace Gaurds is RIDDLED with burly bad boys in uniform. But she knows that there's a difference between liking things for their aesthetics and supporting the things the Dai Li has done. Tashi is one of the newer agents. She likes that Tashi treats her gently and doesn't give her the impression that he's annoyed with her for talking too much, she likes that he tilts his head to whichever side she's on to show he's listening.
At the moment she knows this is just a crush since she hasn't gotten close to him in any way that matters to her but she knows she likes him enough to start learning sign language to talk to him on a closer level, since he's mute due to vocal chord damage when he was younger.
Does Kuei, Vieng, and the Dai Li know that Suyin likes Tashi?
The real question is... Who doesn't? Suyin isn't exactly subtle. She's only 20, she's stupid and painfully obvious in the way that 20 year olds who don't have their parents (who have had a chokehold on her since she was little) breathing over their every move are.
She kicks her feet and giggles in her bedroom if she saw Tashi that day or got a reaction out of him. She pretends to drop her handkerchief near Tashi so he could pick it up and if he doesn't she gets upset. She gives him sweets on his patrols because she doesn't know how else to show love to a "common man" and doesn't consider that his colleagues definitely saw her do that. She looks exceptionally gloomy and sad if she doesn't see him when she usually does.
Kuei
Kuei knows because she came to him for permission to at least pursue the man she likes. He said "yes, of course. You don't even have to ask, I know our arrangement, due to my circumstances, is a lonely one. Please see me as your ally instead of a husband you're bound to.". When he found out that the man she likes is a Dai Li Agent Kuei aged like 10 years from stress.
Vieng
Vieng honestly had his assumption that that Suyin liked Tashi, but it wasn't confirmed until she burst into the room crying and saying he (Tashi) hated her (his patrol route underwent the monthly change). Vieng's decent trait was that he minds his own damn business. Vieng genuinely doesn't know how anyone could find a Dai Li Agent or even muscular men as attractive (despite being a muscular man himself) since his type is men similar to Kuei.
The Dai Li
Honestly they knew before Tashi did. They're his brothers. They wear the same clothes, eat the same food, sleep in the same barracks, went through the same training. Sadly they're not much help when it comes to Tashi and Suyin's relationship because they're just as clueless as Tashi in what to do.
