“B-but human!”, said Flowey the flower, visibly saddened and worried “Here in underground... it’s either kill... or get killed!"
It may be so. But you have decided otherwise.
There won’t be any killing.
Not on your watch.

My rough, in-game gaster theory
in rambly & full of bad english format :
Gaster did (and still does) exist in the game, even after falling into the core. But his current form is actually him becoming one with the ‘framework’ of the game, because to me, seems like there’s a theme running around in undertale that tries to break the border between the game and ‘reality’ (us).
To make long story short, I theorized whatever gaster tried to do with his creation, it is actually something that may able to break the barrier between that world and this world (ours). Of course, it didn’t work out... he fell into the machine or whatever, ‘disappeared’ or ’died’ ... yet he is still able to ‘listen’/is still listening. He can glitch the game & yet can only be found by fucking around with the game coding. He’s nowhere, yet everywhere. This, I interpret as Gaster actually has became one with the ‘coding’ of the game itself (it’s very meta), which still makes up the whole undertale world since essentially, it is still a game.
That’s why I think sans’ lab can keep things from your playthroughs... that room is immune somewhat from the timeline jumping around, and I am sure gaster was/is involved in some way or another...
...And the machine will never get fixed by whoever made the machine in the game.. toby mentioned ‘neither of them (?) can fix it’, because whoever ‘they’ are, they’re still characters in the game.
You've all seen the happiest outcome. Neither of them could fix the machine, no matter how hard they tried. No one can.
But, wouldn’t it be cool if that means, the one(s) who can ‘fix’ the machine in sans’ lab actually the players/hackers/dataminers? Which are basically us... from over here, this ‘other side’ of the world. But maybe... ‘fixing the machine’ will bring a very bad omen indeed, maybe not to us over ‘here’ in ‘this side of reality’, but perhaps to the characters in the game.
regarding this... the very nature of it is shrouded in darkness. looking too hard here will just bring you despair.
...which I took from toby’s tweet to someone asking about the hidden stuff in the game (aka gaster etc). Considering how attached we were to the characters in the game, if darker shit happened, we would probably get even more devastated (aka despair) and fucking around with something that supposedly can break/blur the border between the game’s ‘reality’ and our reality can definitely harm the ‘game’ characters much more than it will ever do to us (since well, technically it’s impossible in our reality lol ),
It’s just something I have been thinking for quite a while.
