I don’t think they have bad designs per se. They all have fine designs. The first Gen of pokemon did not have a reference level of what they already had, so there were no expectations. You can see they tried to create a rounded set of 151 pokemon which included animal diversity, plantlife, a few inanimate objects, and a few weird rare things to balance out the levels of cool, elegant, and silly (which is a trait they apply to every gen) for their first release. That’s why many of the gen 1 pokemon look very basic and/or plain animalistic. After this, they were allowed to expiriment with more thematic designs, not necessarily creating a pokemon for the sake of emulating a real life species or thing only, but to combine multiple themes within one design to create more interesting, in-depth designs that set pokemon apart from real animals- which is a thing pokemon are not. Of course this may not apply to every newer design, but it’s a tendence that can easily be seen if people would just look a bit into the designs rather than keeping a surface look. It’s hard to judge objectively thanks to nostalgia levels and evolving art styles, but despite everything there are still a lot of similarities in design throughout every gen. Pokemon style.
