Meet Jules Cartwright, my BioShock 2 insert!

The inspo for the design comes from the art of the unused Jester Splicers!

You can find them first at Ryan Amusements (and in other various locations in game) sneaking around, leaving gifts for Delta under direction of their partner Sinclair. They do use plasmids, but only Inferno to keep other splicers at bay unless they, too, want to be addicted to Adam™.
