What I did for my Dirk wig was I used elmer's glue for the spikes. I took some hair, coated my fingers in glue, and sort of twisted the hair together and then repeated if the spike needed to be set together a bit more. It worked for me, so maybe it could work for you too. And if it doesn't work out, since it is just Elmer's glue it dissolves with water so you can just wash it out.
