Hello, yes, yes, hello, these are definitely Gooseneck Barnacles (Lepas sp.), family Lepadidae. I do not think I can tell, from a photo, which species it is, but a distinct possibility is Lepas anserifera, which is common around the world, and is found off the coast of Viet Nam.
