I believe there was a lot of Betan propaganda after Cordelia ran away to Barryar but I don't think that everyone would have believed it - there were friends and colleagues of Cordelia's who might not have 100% bought the story. Which brings me to the concept I'd like people to consider:

After the story breaks about Vordarian's beheading, someone on Betan social media posts a poll entitled "Who Is Captain Naismith Going to Assassinate Next?"

The Betan government has it taken down after 38 minutes.
