Son of Bobbi Morse and Clint Barton, he inherited his mother’s supersoldier serum formula and his father x-gene. In a normal continuity, he was born after his mother was injected with the formula to keep her alive, in a time that the Pym formula run through Clint’s body as well. In an MCU continuity, he responds to a birth in the first years of his training at SHIELD after leaving the circus, when he was twenty, the baby carried to fruition by Bobbi in the beginning of their marriage and kept secret from SHIELD raised mostly by Barney in an attempt to keep him away from any possible risk. He wouldn’t return to his parents until Bobbi retired before he turned ten.
He grew up and trained under his mother and whenever his father was up visiting. He would also be trained by Nat, and showed proficiency and choice for a bo staff.
Barry is physically enhanced, with a regenerative factor and a strength matching Spiderman’s. He can move at sound speed due to his mutation which allows him to manipulate and atune to sound and vibrations. He can speed up matter on a molecular level and manipulate the rate at which it vibrates, sharing powers with Gambit. Barry has a hypnotic charm to him as well, a subtle mind influence that can get him out with things. If the continuity responds to comic, he also inherits the ability to shift size.
